WRITING of the position on February 11th, when he was discussing his next diplomatic move with Sir John Simon, Mr. Stimson said that “co-operation between our two Governments on all the steps being taken at Shanghai had been progressing with complete harmony”(p. 162). It apparently continued to do so, as will be seen; but it is at this point that the incident of the Note of January 7th merges in that of Mr. Stimson’s proposed démarche under the Nine Power Treaty which preceded his Letter to Senator Borah.
