ABSTRACT
It is rather difficult to correlate the aspiration for stability and peace with the goal of creating nuclear order. Looking back at the history of nuclear weapons it is impossible to find any moment in time when the nuclear situation was in due order. Instead, what will be found is constant tension, rivalry, dangerous and resource-consuming arms races, with the world sometimes balancing on the brink of the “hot” or real nuclear war.
