ABSTRACT
Of the five internationally recognized nuclear states, China adopts a constant and unique nuclear policy. The constancy reflects the basic nuclear philosophy and ethical concepts held by generations of Chinese leaders, and the uniqueness lies in the no first-use (NFU) policy.
