Indigenous1 Australians have been described as ‘land rich but dirt poor’ (Vanstone 2005a). What is termed ‘Indigenous land’ covers approximately 23 per cent of the area of Australia.2 Yet across most social and economic indicators, Indigenous peoples are the most disadvantaged group in the Australian population.3
