ABSTRACT

In his insightful critique of the exercise of US power after World War II, Ronald Steel declared the following: “Struggling against Communism, we created a counter-empire of anti-Communism.”1 This essay aims to pick up from Steel’s comment, fi rst by examining the concept of the Atlantic community from the perspective of “American empire,” and second by interpreting the purpose of the Congress for Cultural Freedom (CCF) within this scenario.
