ABSTRACT
If citizenship is understood to be ‘the system of values, efforts and institutionalized practices required for creating and maintaining conditions for living together in a complex society’ (Dimitrov & Boyadjieva 2009, p. 156), then clearly individuals need a signifi cant set of capabilities if they are to function as active and responsible citizens. Of course, the type and nature of these capabilities will vary according to the society and the contextbut in most societies the burden of developing these capabilities falls to the institutions of formal education, particularly schools.
