ABSTRACT

Over the last ten years the perceived need to integrate economic development and environmental improvement has had a fundamental effect on assumptions underlying European regional development policy. Environmental issues have progressed incrementally up the EU policy agenda, their slow momentum reflecting the predominant economic orientation of EU regional policy and its focus on job creation.
