The Community’s industrial landscape continues to be characterised by a relatively strong presence of traditional sectors, partly restructured but still liable to shed large amounts of jobs in the process of further restructuring. These industries tend to be regionally concentrated. More modern sectors in which it is vital that the Community maintains its competitivity and thus its share in world markets, are also facing the need to adapt in the face of competitive pressures in the increasingly globalised economy.’ (Commission of the European Communities 1993a, p.22)
