ABSTRACT

The nutrition program constraints assessment (PCA) is an analytical tool designed to improve program effectiveness, which reflects both the concepts of scaling down and scaling up. Its development was prompted by international recognition that despite ambitious goals and important scientific advances, existing approaches to combating malnutrition are not leading to a significant reduction in the prevalence of global malnutrition. It appears that translation of knowledge and experience into effective programs has been inadequate (see Ch. 3). This chapter describes the events leading up to the development of new approaches, including the PCA methodology, and presents a case study of the application of this methodology in Gauteng Province, South Africa.
