ABSTRACT

In view of the reforms that have been discussed and partially enacted within the last several years, it appears that there are two things in which many Members are interested. Some deplore Parliament's loss of status in comparison to executive institutions, and to them, restoration of parliamentary supremacy seems to be the primary goal of reforming the Bundestag. As a result of the widespread view that the actual work of the Bundestag is done in committees, parliamentary parties, their working groups, and, not least, by the individual Member, these reform efforts concentrate on the improvement of the efficiency and working conditions of MPs and the groups into which they organize themselves. Carl Schmitt claimed that parliament was justified only on the assumption that truth would result from public debate among free and independent representatives. The future development of the Bundestag will greatly depend on the performance of individual Members of Parliament.
