ABSTRACT

The social and political processes determining changes were expressed in the administrative territorial organization of Romania in different hypostases, as administrative and functional support of the electoral processes, legitimizing central and local public powers. Public administration in Romania is legitimized through the following: the territorial dimension; the functional or material dimension. Romanian public administration recovered at the beginning of the last decade of the twentieth century, when the Communist system fell and there was a return to democracy. In Romania, the principles of the European Administrative Space are widespread and hold significant recognition. The idea of a new administrative–territorial organization of the Romanian Principalities was developed at the same time as the Organic Regulation. The models of community development in Romania were provided by the Romanian Fund of Social Development with the support of the World Bank or the European Union (EU) preaccession programs leader.
