ABSTRACT

This chapter explores the theoretical concept that is used to construct the Resiliency Web. The application of the Resiliency Web to this program is a better representation of our bottom-linked governance model compared to the Community Managed Disaster Risk Reduction (CMDRR) Program since it promotes the creation of opportunities to increase capital within local capacities using both state and non-state actors. The chapter also explores the linkages between environmental justice and resilience in the context of Bangladesh as this country is known to be extremely vulnerable to disasters. It draws the main conclusions about the dynamic interrelationships between environmental justice and resilience and proposes a governance framework that can contribute to making communities in vulnerable places more resilient to disasters. The framework serves first and foremost as a structuring framework to create and guide governance actions, but also as an analytical tool through which actions of communities in the context of disasters can be better understood.
