ABSTRACT

This research aimed to: (1) identify aspects needed to develop a competence test in the field of custom made fashion, based on a needs assessment of fashion expertise; (2) develop instruments of a custom-made competence test for fashion expertise in universities; (3) develop assessment criteria (rubrics) of a custom-made competence test for fashion expertise in universities; (4) develop assessment guidance for a custom-made competence test of fashion expertise in universities; and (5) examine the characteristics of a custom-made competence test for fashion expertise in universities. This research employed a research and development design. The development model was based on Thiagarajan’s 4D model. In the define step, the researcher identified a needs assessment of a KKNI (Indonesian National Qualification Framework)-based competence test for universities. Meanwhile, in the design step, the researcher composed a prototype of a needs assessment-based test instrument. To validate the data, this research employed expert judgment and involved Lembaga Sertifikasi Profesi (LSP)/Professional Certification Institute from Universitas Negeri Yogyakarta and garment industries. Meanwhile, to gain reliability, this research employed the Kappa index. The results show that: (1) a competence test for universities required level 6 on KKNI; (2) the KKNI-based assessments of a competence test for universities were composed of: (a) planning and organizing assessments; (b) developing assessment tools; and (c) assessing competence; 3) assessment rubrics were composed; 4) assessment guidance for a competence test was composed; and 5) the validity measurement involving the Professional Certification Institutes from Universitas Negeri Yogyakarta and garment industries and also the expert judgment suggests that the instruments are valid.
