ABSTRACT

The information flow cuts down transmission cost and the advertising expense in the communication and avoids large amount of cost of below-the-line advertising, which reduces operation cost for enterprises to a large amount. In an open network environment, e-commerce functions in the means of electronic transaction to realize the electronization and networking of traditional business. Compared with traditional forms, e-commerce has the following features. Cross-border e-commerce has modern channels, international space, and digital methods. It can create a better platform on “facilities connectivity and unimpeded trade”. Since 2008, affected by the financial crisis, the development of the world’s economy has been in a poor state. Trade protectionism appeared again in some countries. Confronting the new situation of e-commerce, the Ministry of Commerce of the People’s Republic of China started a new special action plan on e-commerce in 2015, which has aimed to change the priority on promotion.
