ABSTRACT

This chapter outlines a method the authors have developed to help managers and project staff to deal more confidently with the issues raised by the availability of computing and information technology. It outlines the origins of the idea; the organisational actors for whom it is intended; and the main features of the finished work. The vital position of the promoter or champion has long been recognised in studies of technical change, the term being applied to the person who initiates or takes over an idea and turns it into operating reality. The availability of computing and information technology in the market merely triggered a decision process within organisations, about whether to make use of that capability, and if so how to make use of it.
