The preceding considerations allow me to assert that a unique and true measure of crimes is the harm done to society, 2 and that those who assign the true measure of crimes to the intent of the offender are mistaken. The latter depends entirely on the assessment of the motive that derives from a psychological predisposition and this is different for each and every man, because of the swift succession of ideas, passions and circumstances. Thus, it would be necessary to construct a legal code for each different citizen for every new law for every crime. Sometimes men with good intentions perpetrate the worst evils on society and at other times the more evil often do greater good.
