ABSTRACT

This introduction presents an overview of the key concepts covered in the subsequent chapters of this book. The book aims to attract attention to the necessity for quality advice on science and technology issues to the President of the United States, to the Congress, and to the Judiciary. And it aims to provoke thought, to stimulate discussion, and to encourage action. Among some eighty-five chapters comprising this book, several are included as salutary anomalies, condiments as it were, to spice the collection. A few of them are essentially examples of issues for consideration by a science and technology advisory organization, rather than designs for such an organization. The individuals invited to write papers were selected for wisdom, experience, and love of country, without regard to political affiliations. Many are independents in politics, as is the editor, who has served under both Presidents Truman and Eisenhower.
