ABSTRACT

This chapter looks into the governmental structure to find the centers of scientific power. When looking at the foci of science power in the federal government, and the number of chains of science advising they possess, one suddenly realizes that the science advice business is a very large one. There are many units of government which are run entirely by employees of the government and even major contract laboratories and think-tanks. Each one of them has a degree of scientific power and also gets a lot of scientific advising. To strengthen the quality of the advisory mechanisms, the United States need to strengthen the positions of science and technology decision-makers in government. Scientists and engineers—at least, a good number of them—must throw themselves into this complex political activity in order to get the best for our country in science and technology.
