ABSTRACT

The formulation and utilization of science and technology advice by the federal government has been under continuing study and change since World War II, when it was recognized that science and technology would play an ever-increasing role in the nation's security and economic growth. It is important that lawyers presenting a case understand the role of the science or technology involved, and utilize expert witnesses to provide, for the record, the facts and their relevance to the issues. The principal responsibility of the Congress is the enactment of legislation. Laws arise from issues that develop from the public and from the Legislative and Executive branches of the government. The operations of the federal government are carried out principally by the departments and agencies. Within the government, the Science Advisor must have the confidence of the President, the White House staff, and the departments and agencies with which the office interacts.
