ABSTRACT

Arms control continues to be a key element of US national security policy. Arms control agreements must be outfitted with the most strenuous verification methods if they are to offer long-term benefits. One of the fundamental lessons learned by every arms control negotiator is that the verification regime set forth in an agreement or in a treaty also helps the violator to design means to subvert the verification process. The government officials feed information to the media that can assist the adversary in combating US intelligence capabilities. The Strategic Arms Reduction Treaty (START) is one of the major achievements of US diplomacy. In addition to numbers of missiles, a key part of the START Treaty is the prohibition on multiple independently targetable reentry vehicles. This chapter discusses comprehensive nuclear test ban treaty, biological weapons convention, chemical weapons convention, national security agency, and reconnaissance satellites.
