ABSTRACT

The Ideological Self- Encapsulation is viewed by those in power in the private sector as a trait to be sought in those who seek public office and are to receive campaign support. The private organizations they engendered may be categorized as Private-Public Policy Formulating Committees on International Affairs and as Private- Public Formulating Committees on Domestic Affairs. The corporate community, primarily under the leadership of Central Planning Core members, has pursued its governmental policy influence-peddling through the establishment of private organizations that operate as organizational vehicles for creating a consensus among the country's political, intellectual, and business elite over major public policy issues. The primary generalized policy implication emanating from the Centralized Private Sector Planning (CPSP) analysis is the absolute necessity of developing a two-tiered approach in the formulation and application of governmental public policies: one tier is the CPSP sphere; the other tier is the non-CPSP sphere.
