ABSTRACT

Comprehensive strategies pose substantial and interesting challenges to the evaluation endeavor. Th ese overarching strategies involve the weaving of a variety of policy and program interventions aimed at achieving common overall objectives. Th ey are generally both complicated and complex. Th ey are complicated in that they involve many interventions, players, and locales. Th eir complexity involves the expectation of synergies, feedback loops, and subsequent nonlinear progression toward the achievement of intermediate and longer-term objectives.
