ABSTRACT

It is argued that there is a gap between what is written about tourism planning by academics and the ways that planning occurs. Examples of policy and planning initiatives that affect tourism in China are described based primarily on personal experiences as a western academic and involvement in a variety of practical activities in that country. In a predominantly top-down system, the important role of statements by leaders is emphasized. However, implementation occurs at the local level and the process involved in developing a county tourism plan for a remote location in western China is discussed. It is concluded that both the planning process and products can be improved.
