ABSTRACT

This chapter reviews the achievements and experiences of cooperation between China and Kazakhstan over the transboundary water issues, which could potentially serve as a reference for the settlement of disputes and cooperation in other areas. In the northeast region of China, most of the transboundary rivers are border rivers. Managing the transboundary water issue has become a major challenge for Sino-Kazakh relations. Inter-state allocation and utilization of transboundary river water resources usually cause international conflicts which constitute a new hotspot in the field of non-traditional security. Water has become one of the main obstacles to the economic growth of many countries, including China and Kazakhstan. With rising global consumption of water and serious water pollution, many countries face the threat of water shortage. The meetings led to many agreements on improving water quality and negotiations on joint development and water allocation. The Sino-Kazakh Joint Commission improved overall operations, and even created a long-term stable basin management mechanism.
