ABSTRACT

This chapter provides more closely at one of the projects in the KLIMZUG framework programme. To different degrees, the seven German KLIMZUG projects all incorporated elements of a regional governance approach. The chapter focuses on how progress made in the course of the project can be understood in the context of debates on regional governance. It explores 'leaving the comfort zone of ignorance' as something positive, and 'broadening the field of struggle' as a necessary point of departure for a future climate change adaptation policy. Adaptation to climate change in Germany takes place in the context of complex federal structures, with the participation of a range of actors from all policymaking levels. The practice partners had various motives for cooperation, ranging from anticipated access to financial resources and expertise, to a better public image, entry into the network, and the possibility of influencing discourse on a regional level.
