ABSTRACT

This chapter describes the theories and concepts of territorial development are applied to selected issues related to managing public affairs at the regional level. The author points out that new integrated approach to territorial development, involving the departure from sectoral policies in favour of territorial policy, where interventions involve combination of actions by public authorities at various levels, requires a reflection on the mechanisms of coordination. It involves altering the previously used tools offered by multi-level governance (MLG), or even the creation of a new paradigm based on the neo-Weberian idea of state (NWS). Clearly, given mounting challenges and problems affecting every level of government with a direct or indirect impact on territorial policy, it is important to consider the actual coordination method applied and the reform of public administration. Such considerations usually emphasise the need to strengthen public authority through a clear division of powers and responsibilities, and proposals tend to be subsumed under the name of neo-Weberian state.
