ABSTRACT

This chapter focuses on solid waste, which is defined as all the wastes originating from human and animal activities that are normally solid and relinquished as useless or unwanted. It addresses the heterogeneous mass of discarded material from households and commercial activities as well as the more homogeneous accumulations of a single agricultural or industrial activity. The chapter aims to identify the impact of government policy on the management of environmental waste in Maiduguri urban area. As a systems approach to the study of administration, it puts the political and evaluative aspects of the governmental context together with the administrative and implementation dimensions of bureaucratic behaviour. The impact of programmes on people turns out as part of their environmental satisfaction or dissatisfaction. Decentralisation is capable of bringing about synergy and improved waste management performance. The management of waste should not be concentrated at the State level.
