ABSTRACT

The European Security and Defense Policy in place since the end of the Cold War, has become one of the major issues discussed among the members of the European Union. Turkish-EU relations have had a troubling history, each decade since the 1964 Ankara Agreement has witnessed a series of seemingly ‘unsolvable’ problematic issues. Belgium believes in deeper cooperation among the member countries for the establishment of a stronger and more integrated European security architecture. During the Cold War, close ties with the US were created while at the same time, membership in the European Community appeared as an extremely reasonable option for Turkey. Among EU members, Germany has been at the forefront of articulating the need for a fully integrated, supranational security system, though earlier, during the initial post-Cold War era, France had championed the idea of a more vigorous European security policy.
