ABSTRACT

This chapter presents a new indicator that aims to assess the likelihood of a transport infrastructure project to achieve its target outcomes. The transport infrastructure resilience indicator (TIRESI), aims to measure how resilient a project is, on its course to achieve its intended outcomes, in the face of its internal structure as well as its external conditions. The methodological underpinnings for the TIRESI are based on a combination of scientific research and industry practice. Resilience has been of interest to several disciplines such as ecology, sociology, psychology, organisational theory, engineering and economics. The Static-TIRESI (S-TIRESI) reflects the potential of reaching a specific project outcome target at a particular point in time. The Dynamic-TIRESI (D-TIRESI) is assessed based on the S-TIRESI and represents the vulnerability of the S-TIRESI with respect to the outcome target under consideration. The Overall-TIRESI (O-TIRESI) is an expression of all outcome ratings, which may be based on the static or dynamic expression of the indicator.
