ABSTRACT

This chapter demonstrates the use of the transport infrastructure resilience indicator (TIRESI) rating system in nine European transport infrastructure projects. It describes the actual project delivery in terms of implementation context, contractual governance, business model efficiency, funding and financing as well as project outcomes. The chapter focuses on actions or measures that could have improved the outcomes of the project. Funding deals with the presentation of project revenues and the project's remuneration scheme, referring to the revenue robustness indicator (RRI) and the remuneration attractiveness indicator (RAI), respectively. Financing focuses on the description of the sources of capital committed to the project and informs the computation of the financing scheme indicator (FSI). The nine project case studies pertain to the following transportation modes: road, road/rail, urban transport, tunnel and also a seaport as a special application. Four projects are publicly financed, while the remaining five have been procured under public-private partnership (PPP) arrangements.
