ABSTRACT

This chapter attempts to bridge a significant gap in the literature on policy transfer. The main empirical contribution of the chapter is the development of an original case study of the voluntary transfer of the Bolsa-escola programme from Brazil to Ecuador, named the Beca escolar programme. The main empirical contribution of the chapter lies in the study of the transfer of the Bolsa-escola programme from the Federal District in Brazil to the Ecuadorian Central Government under the programme title of Beca-escolar. The conceptual roots of the Bolsa-escola programme were developed in Brazil at the beginning of the 1980s. At that time, it was evident that the import substitution industrialization strategies and the focus on economic growth transformed Brazil into a modern industrialized economy. The version of Bolsa-escola implemented in the Federal District served as a model or an inspiration to similar experiences in other municipalities and states in Brazil.
