ABSTRACT

The Hague Convention on the Protection of Children and Co-operation in Respect of Intercountry Adoption (HCIA) provides a framework for ethical practice in intercountry adoption (ICA) and sets measures to safeguard the best interests of the child and prevent child sales and abduction under the guise of ICA, as outlined in Article 1 (Rotabi, 2008; Vite and Boechat, 2008). To date, over 80 States have ratified the Convention, including most receiving States, and several more are considering ratification at the time of this writing (Hague Conference on Private International Law, 2011b).
