Prices and Regulation in Slot Constrained Airports

WithPeter Forsyth, Hans-Martin Niemeier

Much of the literature on airport slots centres on the slot allocation process and how efcient it is. With grandfathering of slots, and limited opportunities for secondary trading, there are real concerns as to whether slots are always allocated to the users with the highest willingness to pay. The granting, as well as the trading arrangements of slots, are both key determinants of how efcient the slot allocation outcome is. However they are not the only determinants. Of comparable importance are the prices which users pay to use the airport. This is an aspect which has been given relatively little attention in the slot literature.
