ABSTRACT

What is the value to a commercial carrier of being able to y into and out of a congested airport? How do congestion and the related delay costs affect this value? The answers of course depend on a myriad of variables – the airport in question, the time of day, the amount of and nature of congestion, use restrictions, who the airline competitors are, etc. More fundamentally, the ‘value’ of a given operation may well depend on the purpose for which the valuation is being made.
