ABSTRACT

Francophonie was based on a vision that the world consisted of two kinds of nations; French-speaking and the 'outer aliens'. The central politics of Francophonie has been the politics of language. The central politics of the African Renaissance has been the politics of race. The Commonwealth has been caught up in the politics of race and civil liberties. A minimum of democratic culture was one of the qualifications of continuing membership of the Commonwealth, as distinct from a minimum of the French language as a credential for continuing association with Francophonie. France invented the concept of 'Eurafrica'; asserting an organic relationship between Europe and Africa, deep enough to transform the two continents into a single integrated international sub-system. Eurafrica became the core of Francophonie. The Democratic Republic of Congo (DR Congo) is the largest French-speaking country after France in population. The African Renaissance should strengthen the links between the Academy and the media as two systems of information and knowledge.
