ABSTRACT

When the Uniform Guidelines were first published in 1978, it would have been impossible to envision a tool that would someday allow people to instantly apply for open positions across America, submit their resumes to “banks” of databases to be evaluated by hundreds or thousands of employers, or sift through and apply to multitudes of open positions from the comfort of their own homes. Remember, in 1978 personal computers weren’t much more than elaborate calculators and word processors. That all changed as the popularity of the Internet exploded in the early 1990s. Websites such as Monster.com sprang to life and changed the way people applied for job vacancies. No longer were pencil-and-paper resumes the norm-they were now the exception-and it didn’t stop there. Once employers realized the scope of the Internet as a recruitment tool they began to develop their own websites to allow people to view open positions, read job descriptions, and apply for specific jobs “online.” The paradigm had shifted virtually overnight.
