ABSTRACT
The United Nations Committee on the Rights of Persons with Disabilities considers accessibility as a precondition for enjoying all other substantive rights. This chapter examines the experience of Mozambique in implementing both the United Nations Convention on the Rights of Persons with Disabilities and the Sustainable Development Goals in promoting Information and Communication Technology (ICT) accessibility. Thus, we investigated the experiences of disabled people’s organisations in influencing ICT accessibility legislation in Mozambique, which informed the above international frameworks. The analysis is supported by qualitative data from 14 semi-structured interviews with key stakeholders in the ICT sector including government agencies, regulators, private businesses, standard organisations, civil society organisations and disabled people’s organisations.
