ABSTRACT

Facing a choice between a range of road tolling technologies, decision-making has to account for the effects that specific road tolling technology causes. For example, road tolling technology has direct impact on increase of vehicle operating costs, increase of greenhouse gas emissions, increase in travel time costs, as well as decrease of road users’ level of service and safety. Thus, selecting the road tolling technology becomes a question of managing the technology’s effects at an optimum level. To this end, this paper evaluates both wide-spread as well as new emerging road tolling technologies, including RFID, GNSS/CN, DSRC, smartphone, infrared, ANPR, smartcard, vignette, and ACM. The methodology for analyzing these road tolling technologies focuses on technical, financial, efficiency, environmental, and social aspects. As a result of this analysis, different technologies are comparatively ranked through a multi-criteria analysis.
