ABSTRACT

In recent decades, an active citizenship has emerged at the local level in Senegal. A social movement led by sports and cultural associations has been established through the slogan “Set Setal – Make It Clean” to address the problems of the environment. Saint-Louis du Sénégal has relied on the network of those associations and their relevance in the community to establish District Councils, meeting places for grass-roots organisations, local officials and delegates designated by the administration. This structure extends public action to citizens and serves as a platform for the management of climate change issues. The action of citizens and the involvement of stakeholders on urban metabolism in Saint-Louis has had a remarkable impact on the issue of urbanity and the creation of sustainable cities. The emergence of an instrument of dialogue and socialisation fosters the citizens’ participation in the negotiations for their environment and safety. In urban areas, looking for solutions to environmental threats such as climate change enables diverse people to build up a space for social cohesion in which a culture of wellbeing can develop.
