ABSTRACT

In August 2015, the Department of Justice announced its intention to join a lawsuit in Boise on the side of the homeless plaintiffs. The European homelessness federation, FEANTSA, recently detailed the spread of punitive homelessness policies across Europe, from here in Barcelona to Budapest and from Poland to Belgium. Vicious legal attacks on homeless people are becoming as rife in Europe, as the austerity kick seeks to complete the dead and deadly neoliberal project, as they are in America. Homelessness continues to be produced and homeless people continue to be spit out by the general law of capitalist accumulation. In America, at least, the limits to the criminalisation of homelessness as a class strategy are readily apparent. Capital accumulation necessarily produces unemployment, poverty and homelessness. Destruction of capital is vital to the accumulation of capital. Compound capitalist growth entails compound capitalist destruction, destruction that prepares the ground for another round of accumulation.
