ABSTRACT

This chapter explores most treatments of Welsh health policy cited in the references to show the impact of viewing policy in light of historical political development. It presents Welsh policy in light of Welsh political development, showing how an appreciation of the position and boundaries of Wales illuminates policies today. The chapter analyses by starting with the difficulty of defining Welsh governance, lodging the problem in the historical political development of Wales. It shows how health policy and politics are best understood in light of historical political development and current permeability of borders, undermining methodological jurisdictionalism and focuses on what governments are and can do. Welsh political development has long taken place in the shadow of England. Modern Welsh political life, as a consequence, has been and is a mixture of Welsh and UK concerns, intermingled in many different ways in politics, policy, and people’s thinking.'
