ABSTRACT

Traffic safety is an issue of paramount importance. In Russia, the number of serious traffic accidents and the risk related thereto are alarmingly high. There are a few ways to lower the rate of traffic accidents. One of them is to toughen traffic regulations. Another is to make driver training better. The third is to improve the quality of roads. Bad roads, however, do not entail risky driving behaviour directly. On the contrary, foreign research shows that high-quality road surface and new cars are connected with increased speed and lack of safety (Lund & Rundmo, 2009).
