ABSTRACT
A government, to be successful economically, needs and must maintain an orderly society and protect the safety of its citizens. Only when governments can provide a functional society based on social order can citizens and the country as a whole be productive. The peacekeepers who have been given the responsibility to maintain order in society are the police. Along with society giving the police the authority to maintain social order comes the use of force. Alpert and Smith (1994: 481) stated the following about the police: “The authority of the police to use force represents one of the most misunderstood powers granted to representatives of government. Police officers are authorized to use both psychological and physical force to apprehend criminals and solve crimes.”
