ABSTRACT
Recently, it has been an important issue that the damage of HNS accident has probability to become a catastrophic disaster. But there is no HNS-specialized response system which enables the successful response in time. So this research analyzes two HNS accidents by identifying the agents, errors, and causes in the accidents. Based on the analysis, the drawback of previous Korean response system to HNS accidents was determined. Finally, it is found that the concept of new platform whose important features are quickness and preciseness is necessary to Korean HNS response system.
