ABSTRACT
Decision-makers’ awareness of environmental issues has prompted various initiatives, such as a “high environmental quality’’ approach to buildings and the creation of numerous “eco-neighbourhoods’’, although the corresponding concepts are not always clearly substantiated. However, the considerable risks, both local and global, call for more rigorous management of these issues. Decisions on urban planning strongly influence the building and transport sectors, which make a significant contribution to most environment impacts.
