ABSTRACT
In the context of globalization, the socio-economic needs of the population increase. Their satisfaction involves the provision of free accessibility to social benefits, sustainable economic growth and improving the quality of state regulation. The combination of these three components not only becomes the key to success to solution of critical, social and economic problems, but also determines the place of the state in the global economy and its reputation in the international community [2,7,8].
