ABSTRACT

Introduction A review of government policy over many years would show numerous national invectives to ensure that users simultaneously requiring health and social care services should receive them in a seamless manner rather than having to endure and resolve dissonant provision. Recent manifestations of steps towards that objec­ tive have included the Health Act flexibilities (see Chapter 2), the introduction of care trusts in 2001 and, most recently, the policy initiative around children's trusts.
