ABSTRACT
Introduction A review of government policy over many years would show numerous national invectives to ensure that users simultaneously requiring health and social care services should receive them in a seamless manner rather than having to endure and resolve dissonant provision. Recent manifestations of steps towards that objec tive have included the Health Act flexibilities (see Chapter 2), the introduction of care trusts in 2001 and, most recently, the policy initiative around children's trusts.
