Anyone who has sat in the public gallery of a magistrates’ court or visited a remand prison will be aware of the number of people appearing in court or on remand who are manifestly mentally disordered. It is almost instinctive for most people to be appalled by this and to feel that something must be done to relieve the distress of those involved.
