ABSTRACT

This chapter reports on the results of a survey on how the new policy of standardizing English proficiency according to the Common European Framework of Reference (CEFR) influences the pedagogic and assessment practices in English language education (ELE) in Vietnamese colleges and universities. It begins with a schematic description of Vietnamese higher education system and the structure of administration that supports it. This is followed by the description of the recent reform in ELE in Vietnam and then ELE at the tertiary level. Higher education in Vietnam has a long tradition, and has experienced the influence of different higher education traditions: Chinese, French, Soviet, and American. The chapter explores the impact of the intended innovation in ELE, i.e. the adoption of the CEFR-based standardization of teachers' and students' English proficiency in Vietnamese universities and colleges within the context of the Project 2020.
