ABSTRACT: The importance of the roads is high in terms of touristic, cultural and socio economic structure for the developing countries. Travelling by vehicles has fast grown consistently for several centuries. Road constructions are expected to not only transmit people from one place to another, but also present fascinating historical sites, spectacular views, or distractive wildlife for travelers’ en route. Scenic byways are roadways which provide people an opportunity to travel through lands of scenic beauty, historical, natural, recreational utility or cultural interest. In this paper, scenic byway regulations, laws and scenic systems existed in western countries are compared with applications and laws in Turkey. Six factors (historic, natural, archeological, cultural, scenic and recreational) which is used to consider project planning of Scenic Roads in U.S. National Scenic Byway Program are investigated. Hence, it is to be encouraged to enhance sustainable applications and be instructive for future studies in Turkey.
